Description: Seeking consulting services to assist with completing a priority project to migrate IBM Cognos reports to Microsoft Power BI along with additional Power BI dashboard development work within our Enterprise Data Management and Analytics (EDMA) team. Below are the core areas the consultant will work on:
The first priority is to migrate all production Cognos reports to Power BI. Currently we have approximately 400 Cognos reports with Oracle databases serving as the data source. Project Details: The Office of Business & Entrepreneurship purchased several products in the Zoho product suite and worked with an implementation vendor to deploy the toolset. The primary usage of the toolset was to manage several critical business operations of the Office of Business & Entrepreneurship that included coordination with campus partners across the Universities of Wisconsin to develop relationships with business across the State of Wisconsin. The original implementation has some critical issues, and we need an expert in the Zoho product suite to work with OBE leadership to review the current implementation, develop action plans to update/adjust the systems, execute those action plans to test and implement changes, and collaboratively work with OBE to develop thorough documentation, processes, and procedures on the Zoho environment. 1. Patient Care: Admit patients. Shift hours: The school hours are 8:05 am – 2:20 pm
Specialized services require: • The selected professional will be expected to provide specialized professional therapy, evaluations and remediation for a variety of disorders and/or delays (e.g. articulation disorders, cognitive impairments or delays, social language use or pragmatic disorders, expressive and receptive language impairments or delays, fluency/stuttering, voice disorders, auditory processing disorder, oral motor and oral feeding issues, dysphagia, etc.). • When appropriate, goals and objectives for intervention deemed will be developed, and input into the Individualized Educational Plan (IEP) will be expected. The SLS will be expected to provide specialized professional therapy during the entire year as outlined in each student's IEP with the understanding that the goal of the school-based Speech and Language Therapy is to support and maximize educational participation in class. • The SLS will also be expected to perform evaluations, including observation of the student in school settings and home settings if required. Formal reports are written based on standardized testing and observation and will be expected to be completed in adherence with state and district timelines. The SLS will also review reports from other SLSs and make recommendations based on the report. When deemed appropriate, provide informal appraisals of student needs as a member of the IEP Team and/or I&RS Committee. • The SLS can provide direct or consultative service. Direct services include individual, small group session, or integrated in-class activities. Consultative services include but are not limited to observation of the student, review of work samples, consultation with parents and teachers, and participation in meetings and, as needed, recommend equipment/materials and obtain measurements for equipment in a timely manner to assist the district in obtaining competitive quotes for necessary specialized equipment/materials. • The SLS may be asked to participate in the district's parent/teacher conferences, applicable parent clinics, and/or offer professional development training.

Customers include all DOT staff throughout the state, Bureau of Information Technology (BITS) staff, as well as select government and private sector contacts. Position Summary We are seeking an experienced Senior IT Business Analyst with strong Quality Assurance and Azure DevOps experience to lead business analysis efforts across complex technology initiatives. This role is responsible for driving requirements discovery, improving business processes, supporting testing strategies, and ensuring high-quality software delivery within Agile environments. The Senior IT Business Analyst will work closely with business stakeholders, product owners, developers, and QA teams to translate business needs into scalable technology solutions while ensuring traceability, quality, and successful project outcomes.
Key Responsibilities: Business Analysis Leadership: • Lead requirements gathering sessions, stakeholder interviews, and workshops to identify business needs and project objectives. • Translate complex business requirements into functional specifications, user stories, and acceptance criteria. • Create and maintain Business Requirement Documents (BRD), Functional Requirement Documents (FRD), process flows, and data mapping documents. • Conduct impact analysis and gap analysis for system enhancements and new initiatives. • Provide guidance and mentorship to junior business analysts. • Serve as the primary liaison between business stakeholders, development teams, and QA teams. Azure DevOps & Agile Delivery: • Manage and maintain product backlogs, user stories, tasks, and defects in Azure DevOps. • Collaborate with Product Owners and Scrum Masters to prioritize backlog items and plan sprint deliverables. • Ensure end-to-end requirements traceability using Azure DevOps work items and dashboards. • Track sprint progress, testing status, and defect metrics using Azure DevOps reporting tools. • Actively participate in Agile ceremonies including sprint planning, backlog grooming, daily stand-ups, and retrospectives. Quality Assurance & Testing Oversight: • Define and review test strategies, test plans, and test cases aligned with business requirements. • Support and oversee functional, integration, regression, and User Acceptance Testing (UAT). • Manage defect lifecycle in Azure DevOps, ensuring timely resolution and validation. • Collaborate with QA teams to ensure test coverage, data validation, and quality standards are met. • Ensure delivered solutions meet business expectations and compliance requirements. Process Improvement & Strategic Contribution: • Identify opportunities to improve business processes, workflows, and system efficiencies. • Recommend technology solutions and automation opportunities. • Contribute to enterprise-level business analysis standards and best practices. • Support change management, training, and adoption strategies for new systems. Documentation & Stakeholder Communication: • Develop and maintain comprehensive documentation including workflows, business rules, and system requirements. • Present analysis findings, system recommendations, and project updates to leadership and stakeholders. • Ensure clear communication between technical teams and business stakeholders.
Required Qualifications: • Bachelor’s degree in Information Technology, Computer Science, Business Administration, or related field. • 7+ years of experience as an IT Business Analyst on enterprise software projects. • Hands-on experience with Azure DevOps for backlog management, user stories, sprint tracking, and defect management. • Strong experience with software testing, QA processes, and UAT coordination. • Deep knowledge of Software Development Life Cycle (SDLC) and Agile methodologies (Scrum, Kanban). • Proven experience writing user stories, acceptance criteria, and detailed functional specifications. • Excellent analytical, leadership, communication, and stakeholder management skills.
Preferred Qualifications: • Experience working in enterprise-scale or multi-team Agile environments. • Familiarity with SQL, APIs, data integration, and system architecture concepts. • Experience supporting CI/CD pipelines and release management processes.
