Description: The Agency IT Division is seeking a Functional Analyst to work with both internal staff and external clients to optimize processes and improve quality for the design, development and maintenance of Agency Tolling technical assets. It is critical for a functional analyst to understand the operational systems of a client, and what the client requires as changes to their existing systems. The systems analyst must translate those requirements into technical specifications to be used by internal staff to develop the system modifications; diagrams must also be prepared explaining the modifications so that both technical staff and executive management can understand what must be done. Position Description: Under the general supervision of the Section Manager, Program Participation Oversight (PPO) in the Bureau of Quality & Oversight (BQO), this position is primarily responsible for the operational administration of the adult long-term care (LTC) provider enrollment system. 1. Data Analysis & Policy Support: o Utilize SAS and OnBase case and project tracking systems to execute regular and ad hoc queries from the EDW/DAR for data extraction in support of advancing adult provider enrollment, assess network adequacy, and conduct other policy research as assigned. o Analyze department policies, state and federal regulations, statutes, administrative codes and guidelines to inform necessary maintenance and enhancements to assigned systems areas. o Learn and understand data, interfaces, and extracts and make conclusions to be presented to leadership for decision making purposes. o Conduct review of trends and utilization patterns of adult LTC provider enrollment related data, interfaces, and extracts systems and make recommendations to management. o Update, input and maintain the adult LTC provider enrollment system integrity and user reliability. o If applicable, conduct research and provide ongoing information and consultation to BQO leadership and vendor(s) to maintain and improve adult LTC provider enrollment system operations. 3. Coordination & Collaboration: o Independently resolve problems by working with appropriate staff or vendor staff to identify and resolve any conflicts in the adult LTC provider enrollment system and its operation(s). o Meet with BQO staff, contracted agencies, and long-term care providers to determine systems problems, prepare analysis of identified problems, develop systems specifications and tests to correct problems and monitor their implementation. o Present data in a usable format for BQO staff and leadership in the appropriate form of charts, graphs, reports and tables. o When requested, present data orally with appropriate presentation materials. o Independently work with appropriate staff or vendor staff to identify, research, and resolve data, interfaces, and extracts validity and integrity issues.

Description: The Technical Program Manager leads the Business Integrated Solutions Division’s technical support team, focusing on supporting the use of business enablement tools like Microsoft Power App and Automate throughout the agency. This role manages two analysts who support the business with utilization or Power Automate, oversees the agency Community of Practice for Power App/Automate, and ensures delivery of training for these tools to business users. Description: We are searching for a quality C# developer to program, maintain code, and .NET solutions for our business. In this role, you will be required to design, write, and maintain C# program code for our future and ongoing projects. You will also be required to contribute to design and planning sessions as well as formulate approaches for current coding tasks.
The ideal candidate will be responsible for developing high-quality applications in C#/Angular/SQL Server. Candidates must describe experience with large menu driven business systems, such as claims processing, payroll, medical, or insurance type applications. The candidate will be knowledgeable in transferring data between application screens, selecting and scrolling through large amounts of data, add/update/delete order-entry type of transactions, and building new screens and reports. We do not use API's.
To ensure success as a C# developer you must have an excellent grasp of C# and the .NET framework, prolific coding abilities, and be able to problem-solve on a daily basis. A top-quality C# developer will be able to handle the creation, maintenance, and further development of .NET applications and programs.
The Duration of this role will go longer than the current PO. This is a contract to hire role which means the duration of this contract will be for a minimum of 6 months with the possibility of an extension.

C# Developer Requirements: • C#, .NET 3.1 (or higher) • Angular (gRPC would be a plus) • SQL Server • Visual Studio/Visual Studio Code • Knowledge of build and deployment repositories such as Azure Dev Ops or Git Hub. • A minimum of 5 years of experience as a C# programmer or developer. • Knowledge of other coding-languages (COBOL, PHP, C+, Java, Python, Coldfusion, etc.) would be a plus. • Ability to write clean, easy to understand code. • Outstanding analytical and problem-solving capabilities. • Excellent written and verbal communication skills. • Ability to work independently and complete projects with minimal supervision. • Experience with ColdFusion would be nice to have but not necessary. • Sound understanding of coding and development processes. • Experience with working in an agile environment.
